HSE launches major works design framework
Ireland’s Health Service Executive (HSE) is seeking design team services for major capital works projects at hospitals in Dublin and Louth, writes David Keniry.
The Health Services Executive has proposed to create nine ‘discipline specific’ frameworks for major capital works with an indicative value of €50M – €400M at Connolly Hospital in Blanchardstown and Our Lady of Lourdes in Drogheda. The HSE reserves the right to use the Framework in respect of smaller or larger capital works projects.
The HSE is acting as a central purchasing body procuring services on behalf of Connolly Hospital and Our Lady of Lourdes. Whilst successful tenderers will enter into the Framework Agreement with the HSE, each relevant call-off contract may be with the HSE and Connolly Hospital and Our Lady of Lourdes as the case may be. The Frameworks shall operate for a period of four years.
The frameworks are:
- Architect Services (including Planning).
- Assigned Certifier
- Quantity Surveying Services.
- Building Services Engineering (M&E) Services.
- Civil/Structural Engineering Services.
- Fire Safety Consultant Services.
- Independent Project Supervisor Design Process (PSDP) Services.
- Energy Efficient Designer
- Employer’s Representative
In some of the above Frameworks there will be provision for the potential separate appointment of a Technical Advisor if required by the HSE.
There will be a range of projects under the HSE Design Team Frameworks 2024 including:
- Hospital ward blocks;
- Multi-department hospital – new build;
- Extension projects;
- Healthcare building – new build;
- Refurbishment / Renovation projects;
- Residential Units;
- Staff and Office Accommodation
- Infrastructural Campus Upgrade Works.
Implementation of the Health Service Executive (HSE) Capital Plan is the responsibility of the Estates Directorate as part of the Health Service Executive which ensures that the individual projects are assessed and managed in accordance with the Department of Public Expenditure, NDP Delivery and Reform’s Public Spending Code (as amended or replaced by an equivalent code or set of guidelines) and Capital Works Management Framework (CWMF). Responses are due in February 2024.
