Irish Government to compare social housing systems as fourth PPP launched
Ireland Department of Housing is to compare social housing systems in other jurisdictions as tender launched for fourth PPP bundle.
The Department of Housing Local Government and Heritage has issued a contract notice for the provision of research report on social housing systems in the European Union and the United Kingdom.
The report will describe and compare social housing systems in the EU and UK, including, in respect of each country: The principal features of its social housing system; the financing of the system; how the system is targeted; service delivery arrangements; and integration with social policy. Tenders are due by 20 September 2024.
Today the National Development Finance Agency (NDFA) issued a contract notice for the fourth project bundle of the government’s Social Housing PPP Programme.
The National Treasury Management Agency, describing itself as the NDFA acting for and on behalf of the Department (as Approving Authority) and Dublin City Council (as Sponsoring Agency, Lead Local Authority and Contracting Authority) intends to procure, by Public Private Partnership (PPP) a number of social housing developments located in the counties of Dublin and Kildare.
The Authority is seeking expressions of interest from suitably qualified economic operators who are interested in being appointed to design, construct, finance, operate, maintain and provide tenancy management services in respect of the Social Housing Developments, for a period of 25 years post-construction The estimated capital value of the project is circa 270 million

- Oldtown Mill, Celbridge, Co. Kildare
- Coolaghknock Glebe, Co. Kildare
- Wellmount Road, Finglas Dublin 11
- Church of the Annunciation, Cardiffsbridge Road Finglas, Dublin 11
- Crokes Villa’s, Dublin 1
- Collins Avenue, Whitehall, Dublin 9
- Stanley Street Depot, Dublin 7
Tenders are due by September 10th.
Social Housing PPP Bundles 1 & 2 were delivered in 2020 and 2021 and are currently in the operational phase. Bundle 3 is currently in the procurement phase and planning consent has been granted for all sites within Bundle 3.

The Minister for Housing, Local Government and Heritage Darragh O’Brien announced the seventh bundle in November 2023 which along with Bundles 5 and 6 is in pre-procurement.
