Utility Uisce Éireann has published a request for information (RFI) for the Greater Dublin Drainage Project.

The Greater Dublin Drainage (GDD) is a project to develop a new regional wastewater treatment facility and associated infrastructure to serve north Dublin and parts of the surrounding counties of Kildare and Meath.

The intention of this RFI is to create a forum of interaction to assist Uisce Éireann in determining the nature, structure, capacity and capability of the market and specialist competencies available to deliver the proposed GDD Project, subject to planning approval and funding availability. 

The proposed GDD Project may be delivered in separate individual procurement Contracts or in a combination of procurement Contracts, thus the principal objective of this RFI is to receive feedback from the marketplace and it is expected to bring the supplier’s perspective to the fore prior to the commencement of tender competition(s) for items such as:

  • 14km Orbital Sewer from Blanchardstown linking the proposed Regional WwTP to the existing regional sewer network,
  • 1 No. raw wastewater pumping station at Abbotstown and 1 No. Odour Control Facility at Dubber including associated Mechanical Electrical Instrumentation Control Automation (MEICA) elements,
  • A new regional Wastewater Treatment Plant (WwTP) (500,000 PE) & sludge hub treatment centre on a 30-hectare site at Clonshaugh, including associated Mechanical Electrical Instrumentation Control Automation (MEICA) elements, with potential for the operational period to be included.
  • 5km terrestrial pipeline (treated effluent) linking the proposed WwTP to the proposed marine-based outfall.
  • 6km length Marine-based Outfall pipeline (Baldoyle to Irelands Eye).
  • Ancillary works (including site clearance, service diversions etc.).

This RFI and the subsequent meetings (if required) are intended to create a forum of interaction to assist UÉ with research on the structure of the market and specialist competencies/ capabilities available in this area, particularly in relation to the specific scope items. 

The principal objective of this exercise is to receive feedback from the marketplace relating to UÉ’s business requirements. It is expected to bring a contractor’s/ supplier’s perspective to the fore prior to the commencement of a tender competition. 

Submissions are due by 18th October 2024.

As previously reported, Uisce Éireann has also launched a market engagement to deliver the proposed Water Supply Project.
